JOB DESCRIPTIONUnder general supervision and with some latitude for the exercise of independent judgment, serves as capability building (CB)/learning and development (L&D) specialist, engaged in moderately responsible work pertaining to development, implementation, monitoring and evaluation, and continuous enhancement of training and other CB/L&D programs for DSWD employees; requiring training and moderate experience and a very broad knowledge on training and development, training management cycle, adult learning and human development theory.
PRIMARY TASKS1. Develop learning needs assessment tools (LNA) to identify CB programs/ L&D interventions suited to the need for target participant/group of people;2. Conducts LNA and prepares repost summarizing the findings as basis for the development of training modules or design suited to the identified gaps or need of target participants;
3. Develops CB/L&D plan of the Department’s human resources;
4. Develops/reviews/enhances training proposals, designs, syllabus/program flow, modules and other CB resource materials and methodology for DSWD employees, based on research, results of LNA or feedback received from OBS/FO;
5. Develops/enhances instructional materials and necessary visual aids appropriate to the topic and target participants;
6. Coordinates/ arranges the administrative and logistical requirements to appropriate office or person, e.g. BAC or speaker, which may also include ocular inspections of venue, quality control of materials and supplies, meals, among others;
7. Acts as a training manager or facilitator during the actual conduct of training or CB or L&D programs organized by the Division/Bureau or as requested by OBS/FO;
8. Writes documentation and executive summary report of training/CB programs/L&D interventions conducted by the Division for reference/information of DSWD management and future similar activities;
9. Maintains/Updates database of all training/CB programs conducted by the Service;
10. Provides comments and recommendations on policies, guidelines procedures, framework, process and content maps related to CB/L&D programs based on TNA results, issues and concerns in the implementation of programs and feedback received;
11. Monitors the participant’s re-entry plans and follow-through on specific issues and concerns raised during the training/activity;
12. Reviews and evaluates training proposals/design submitted by OBS/FO to ensure alignment with national training agenda and standards set by the program, and recommends for its approval and funding;
13. Consolidates and analyses L&D reports submitted by OBS/FOs as basis for coming up with recommendations, which should form part of the quarterly, semestral and annual accomplishment report of the Service;
14. Provides technical and consultative services to OBS/FO on training and other CB/L&D activities;
15. Prepares feedback report, updates, minutes of meeting, memoranda and other office communications or special reports, as assigned by DC/Director;
16. Attends meeting, conferences and other activities in behalf of the Division Chief and/or the Director as delegated;
17. Depending on their expertise, acts as resource person on CB interventions/topics to share knowledge and facilitate the development of competencies of the participants, as requested;
18. Performs other tasks as may be required by the Chief and /or the Director.
