Overview
The Technical Advisor (TA) participates in the provision of technical assistance activities aimed at strengthening pharmaceutical systems, supply chain management or pharmaceutical services in the Philippines. S/he supports Principal and Senior Technical Advisors in the design and implementation of technical activities at the Department of Health (DOH) and regional and local government levels to ensure the adequate contribution to MTaPs results. The TA is also responsible for the implementation and evaluation of those designated field activities such as deployment of tools or implementation of facility and community based interventions. Under guidance from senior staff, s/he provides support to program quality reviews, reporting, and knowledge management activities.
Specific Responsibilities
Technical Support (40%)
Participate in the design and implementation of technical assistance on pharmaceutical systems and supply chain activities in support to DOH and regional offices.
Conduct desk-based and/or field based pharmaceutical management technical assistance activities including delivery of training as designated by senior technical staff.
Participate in the development of communication materials, presentations, articles, concept papers, abstracts and posters in the context of knowledge management and participate in the presentation of these products to various audiences and forums.
Provide writing and analytical assistance as needed to produce special thematic reports such as regular stock status reports, and/or technical briefs documents aimed for publication.
Other duties as assigned

Capacity Building (30%)
Represent MTaPS at regional and LGU levels.
Participate in pharmaceutical systems and supply chain human resource capacity assessments; collaborate with senior technical staff and the Capacity Building and Performance Improvement Unit in the development and implementation of capacity building plan.
Conduct targeted pharmaceutical systems and supply chain mentorship and supportive supervision at regional and LGU level (when necessary)
Attend technical and brown bag informational meetings when required and prepare related briefs for senior technical staff. Also, work occasionally with senior technical staff for developing MSH proposals and new assistance projects as needed.

Monitoring & Evaluation (30%)
Participate in the design and implementation of pharmaceutical systems and supply chain assessment activities including the development of tools, implementation of data collection and analysis; and data utilization plans; also assist in data interpretation, reporting and decision making
Under the guidance from Principal/Senior Technical Advisors, and in collaboration with the in-country Monitoring and Evaluation (M&E) team, support the development and implementation of specific M&E plans, and represent the team in technical meetings with other USAID implementing partners as needed.
Participate in the review of designated program documentation and activity products ensuring quality of program deliverables.
Qualifications and Experience
Education:
Required:
Bachelor’s degree in a health related field

Preferred:
Graduate degree preferred; Physician, nurse, or pharmacist qualification preferred.

Experience:
Required:
Bachelor’s and 6 years of experience; Master’s and 4 years of experience, Doctorate and 2 years of experience.
Specialized training and/or some experience relating to pharmaceutical systems, supply chain management or pharmaceutical services
Relevant experience in international public health particularly in the implementation of reproductive health, maternal and child health, HIV/AIDS, malaria, and TB prevention, care, and treatment in low and middle income country, preferably in Philippines and/or Southeast Asia countries.

Preferred:
Experience with programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred.

Knowledge and Skills:
Ability to write lucid technical reports and documents, and to make presentations in English is required.
Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred.
Excellent writing and presentation skills in English are essential
Proficiency in the languages of other USAID-supported countries is desired.
Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit.
