Spearheading Labor and Employee Relation Affairs, Administrative function on labor regulatory requirements and submissions, Adviser and liaison with external counsels on labor or disciplinary cases, Technical Assistant to the management on labor law matters and compliance, Policy and procedure review


Functional Job Responsibilities:


A. Labor and Employee Affairs


• Leads in addressing the Labor Unions and their Affiliated Federation, if any, and also with other employee organizations and/or committees within the Company;


• Leads in performing in conducting interviews, reviewing documents, developing relations, and administering meetings, sessions, or discussions between the labor entities abovementioned;


• Assists the Senior Management in managing labor-related matters and in the planning, organizing, directing, and monitoring of operations connected thereto;


• Assists the Senior Management in the identification and evaluation of the organization's risk areas and provides a major input to the development of the plan, budget and other administrative reports required by the situation, particularly on labor law and compliance;


• Supervises and documents labor and administrative cases both at the Company-level and post-termination level with labor tribunals and judicial branches;


• Technical adviser with labor and administrative cases of the Company;


• Liaison lead with external counsels on labor and administrative cases of the Company;


• Supervises and documents identified company labor issues subject for review, including identifying gaps and potential lapses for policy, company practice, or procedural improvements;


• Supervises and performs a review of relevant policies and procedures Assists the Senior Management in reviewing policies and programs;


• Reviews and prepares the Monitoring Report prior to the reference of Senior Management regarding labor and employee relation affairs of the Company;


• Represents the Human Resource on organizational project teams, at management and board meetings and with external organizations concerning labor and employee relation affairs and compliance.


B. Administrative function on regulatory labor compliance


• Supervises and documents monthly and Labor-Situationer Report submissions with the Philippine Economic Zone Authority;


• Supervises and documents Labor and Employee Relation Reports to senior management;


• Supervises and documents submissions required by government agencies and instrumentalities;


• Supervises and documents labor and administrative cases of the Company;


C. Interpersonal skills


• Develops and maintains productive team member, union officer, and management relationships through individual contacts and group meetings;


• Represents the Human Resource team at management meetings, project teams, and with external organizations;


D. Training and Professional Development


• Pursues professional development opportunities, including external and internal training and professional association memberships, and shares information gained with other team members;


• Trains, motivates, coaches, and supervises assigned team members to enhance their skills and knowledge, particularly on labor and employee relations;


E. Administrative


• Provides administrative support to Human Resource Director, Vice President for Human Resources, and Senior Vice President Administration for Integrated Resort Operations


KEY COMPETENCIES NEEDED / RELEVANT SKILLS


A. Education


• Bachelor of Laws (Ll.B) or Juris Doctor (J.D.) Degree from an accredited college or university; which provides the ability to communicate proven planning, organizing, controlling, and directing effectively, and labor and employee relation principles;


B. Professional Certification


• Member of the Integrated Bar of the Philippines (IBP), preferred;


• Certification or Course Graduate in Labor Relations or Employee Relations is an advantage;


• High level of proficiency in labor law concepts;


• Considerable knowledge of and skills in applying labor and employee relations, management principles, and preferred business practices;


• Extensive skills in planning and project management and in maintaining composure under pressure while meeting multiple deadlines;


• Considerable skills in collecting and analyzing complex data, evaluating information, and drawing logical conclusions;


• Extensive skills in negotiating issues and resolving problems;


• Considerable skills in effective verbal and written communications, including active listening during data collection and when presenting audit observations and recommendations;


• Extensive skills in using a computer with word processing, spreadsheet, and other business software to prepare reports, memos, summaries, and analyses;


• Ability to establish and maintain harmonious working relationships with co-workers, staff, and external contacts and to work effectively in a professional team environment. 


Requirements · At least three (3) years offull-time experience in labor and/or employee relations or legal fields,including three years of supervisory experience;

· Preferably with experience in unionismand collective bargaining;

· Preferably with experience in laborand disciplinary cases;

· Preferably with experience orexposure in conflict management and alternative dispute resolutions;

Preferablywith Hotel and Gaming Industries experience
