Responsible for reviewing, approving and providing supports and assistance in carrying out various activities of all engineering disciplines relative to project approval, development, implementation, awarding, improvement in the operation & maintenance.
Key Responsibilities include:
A. FOR NEW PROJECTS: Consolidates plans and coordinates with concerned groups in developing project schedule and scopes; Oversees and analyzes project implementation issue registers to ensure the delivery/completion of the project milestones; Approves investigation works and data gathering methods necessary for project development ; Approves Terms of Reference, Technical Specifications, Scope of Works and Contracts related to Project Development and Construction; Maintains list of consultants and contractors, reviews technical proposals and evaluates proposals based on the evaluation criteria; Provides technical guidance in the approval of documents, designs and drawings related to project development and construction; Provides technical support in the approval of Basis of Design, Minimum Functional Specifications, Technical Tender Documents, Design Calculations and Drawings; Provides technical support in the approval of audit and accomplishment reports of the Consultants and Contractors; Approves technical prequalification documents, quotation/tender documents, tender clarifications and tender evaluations for project implementation; Approves contract accomplishments including verifying and checking of milestones and claims from consultants and contractors to ensure that all terms are captured and properly followed; Oversees mitigation measures to overcome delays and checks if it is working through various methods such as using industry related technical knowledge and innovating short cuts or alternatives; Provides guidance in ensuring that all technical works conform to technical specifications, design calculations and drawings. A. FOR EXISTING PLANTS:
Oversees plans and coordinates plant improvement and related activities to ensure timely completion; Coordinates and works with the operation & maintenance teams to report technical issues and root cause analysis; Provides required investigation works and root cause and historical reports as requested by Lenders, Insurers and other Regulatory agencies; Provides technical support in the approval of audit and accomplishment reports of the Consultants and 3rd Party Auditors; Reviews Terms of Reference, Specifications, Scope of Works and Contracts related to plant improvement (e.g. supply and consultancy contracts); Maintains list of consultants and contractors, identifies the technical specifications of a contract and evaluates proposals based on the evaluation criteria; Provides technical guidance in the interpretation of documents and drawings related to plant operation & maintenance activities; Provides guidance in ensuring that all technical works conform to technical specifications, OEM manuals and quality documents. Job Requirements:
Licensed Mechanical or Electrical Engineer Minimum of 10-15 years or with equivalent trainings and with related experience with the following considerations: Project Planning Project Design Project Construction Project Materials/ Quality Control Bidding and Evaluation member Quality System Audit & Documentation Quality and Integrated Management System Project Management Contract Management Project Development Operation and Maintenance
