The Security Manager will be responsible for compiling, coordinating, and submitting accurate and up-to-date Anti-Terrorism Force Protection (ATFP) plans for all Contractor (including subcontractor) personnel traveling to /working within the Philippines, and must ensure the required Theater and Country clearances have been approved prior to their arrival in the Philippines. Manage local Security Labor subcontractor workforce deployed to designated Sites.
Essential Duties and Responsibilities Responsible for but not limited to developing and implementing DODI 5200.1 Information Security Program (latest version); complying and coordinating with DoD ATFP protocols and other directives and standards including but not limited to DoD ATFP Handbook 2000.12 series (latest version); PACOM OPORD 5050.08 (latest version) which is For Official Use Only; DOD Combating Terrorism Program Standards 2000.16 (latest version); implementing the necessary and appropriate measures for reducing the vulnerability of Government and Contractor individuals and property to terrorist acts; and coordinating with DoD Command Security and Anti-Terrorism Officer (ATO) regarding threat environment assessments. Be familiar with (1) administering the Contractor's internal control program to eliminate fraud, waste, and abuse, including periodic policing of Contractor-controlled facilities and personnel to detect theft and pilfered goods; and (2) physical security procedures for protecting Government assets in accordance with COMSOCPACINST 0300 Security Program (latest version). The Security Manager shall also act as a Physical Security Officer within continuous management and supervisory experience in performing Physical Security management functions in a multifunction, multi-national workforce base operations environment. Access and update contractor personnel in the Synchronized Pre-deployment and Operational Tracker (SPOT) system prior to issue of Letter of Authorization (LOAs). Shall maintain a secret security clearance and shall be a US citizen. Knowledge, Experience and Skill Requirements The Security Manager should have an Associate of Arts, Bachelor of Arts or Science Degree from a U.S. or equivalent accredited college or university or equivalent institution. Equivalent experience may be substituted for an education degree.
PHILIPPINES OPERATIONS SUPPORT CONTRACT (POSC III) REPUBLIC OF THE PHILIPPINES Contract Number: N62742-23-C-3550
Experience: At least three (3) years of continuous experience in performing Security management functions in a multi-function base operations environment including ATFP and Physical Security programs. Experience in a management or supervisory capacity in a remote/contingency location with a multi-national work force and Anti-Terrorism Level II Training is highly desirable. Excellent oral and written communication skills. Must have an up to date / current Passport. Must be able to lift 50 lbs., squat, bend, stoop and kneel for short periods, climb a ladder, stand for long periods of time, constant arm extensions. Occasional exposure to elements such as heat, cold, noise, dust, dirt, chemicals, tec., but non to the point of being disagreeable. May involve minor safety hazards where likely result would be cuts, bruises, etc. This position may be in an environment with harsh and dangerous working and living conditions. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to outstations for inspection and/or technical assistance. Work schedules are a normally 6 days per week. However, at times 7-day work weeks may be required. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. Position may require the restriction of employees leaving the US Navy Compound inside Camp Navarro (WESMINCOM)-Zamboanga. Housing and DFAC access will be provided in the instances. Certain requirements of the contract may severely limit the ability to travel outside of the US Navy compound even during nonwork hours.
