DUTIES AND RESPONSIBILITIES: Develop and implement procurement and logistics and contract management instructions, policies, and procedures.
Implement organizational process or policy changes; develop organizational policies or programs.
Develop operating strategies, plans or procedures. Compliance of Management report is on time (Annual Specimen signature, Quarterly Master Vendor List, Monthly Open PR/MPR/SPR, Monthly Open and Close PO/SPO
Report).
Establishes procurement and logistics policies and ensures compliance. Develops new supply sources where vendors are inadequate. Develop, lead, and execute procurement and logistics strategies. Assess, Manage and Mitigate risks. Examines bids, quotations and prepare bid awards requiring board approval. Analyze price proposals, financial reports, and other information to determine reasonable prices.
Negotiate with vendors for good and services, negotiating the best possible price and service guarantee.
Negotiates blanket purchase orders when appropriate and monitors cost during the time period.
Ensures budget rules are followed and keeps track to ensure adherence to company policy.
Prepare financial documents, reports, or budgets. Establishes account / credit and payment terms. Ensure that all purchases are made to accredited vendors either non or aircraft related material/services.
Review purchase order claims and contracts for conformance to company policy. Review generated Quarterly Assessment of Master Vendor List in SAP System. Evaluate Annual Assessment (review or evaluation) of Vendor Performances or KPI (price, quality, and delivery speed).
Review summary report of Active Master Vendor List and Inactive Vendor list to be submitted to Director and GM for approval. Review of Void / Cancelled Purchase Order files. Checks requisitions for appropriate approval and account numbers. Works closely with Warehouse/Logistic department to ensure proper supplies arrived. Traces delinquent and defective arrivals from purchase orders. Meet with the staff and vendors to discuss defective or unacceptable goods or services and determine corrective action.
Follows environmental and safety regulations and acts in compliance required by the laws.
Complies with safety and corporate guidelines on business ethics. Directly supervise and coordinate activities of personnel engaged in logistics, buying, selling, and distributing materials, equipment, machinery, and supplies.
Manages all employees of the procurement and logistics department and is responsible for the performance management and hiring of the employees within that department. Adherence to the 5S Hour established by the Company. Exercise discretion and judgment. Ensures record keeping are secured and organized. Perform other duties and functions that the Director may assign in relation to the general work scope as defined.
QUALIFICATIONS / SKILLS: • Bachelor's degree in supply chain management, logistics or master's in business
administration or aviation-related courses with at least 3 years minimum relevant work
experience.
• Minimum 3-5 years' experience of holding supervisory or related management position
• Strong communication, administrative and technical writing skills
• Solid judgement and sound decision-making skills
• Supply Chain Management, Logistics and/or related management training or experience
• Capable of multi-tasking and handling simultaneous projects
PREFERABLY • Have worked from companies which are aviation related, ISO QMS accredited/oriented.
