Head of Decision Science and Management, Business and Strategy
Overview of the Role
The Decision Science & Management (DSM) Head is responsible for the design and implementation of the DSM roadmap, which would involve identifying the bank’s data and modelling requirements, designing the analytics ecosystem, formalizing processes, and sourcing talents to manage these needs. In addition to this strategic function, the DSM Head is to manage operational and tactical deliverables to ensure that the bank’s immediate priorities are met. To do this, she is expected to work with vendors, the Group, and cross-functional teams within the bank. She must leverage on both data and technology to drive financial KPIs and strengthen regulatory controls.
Key Accountabilities
Strategic Leadership and Management
Leads the Decision Science and Management (DSM) Team which supports all the departments of the bank by providing solutions relating to: Data Management, Engineering, and Operations; MIS and Reporting; Business Intelligence; Data Science and Modelling; and Data Governance
Designs and implements the DSM roadmap by ensuring that resources, capability, and technology are in accordance with the company’s strategy and business opportunities
Designs, formalizes, and implements data and analytics processes
Supports the implementation of the Philippine Data Governance Policies and Procedure
Technical and Functional
Conducts project and script reviews to evaluate code accuracy and efficiency, as well as the quality of data storytelling and recommend actions
Mentors data engineers in the set-up of an on-premise data lake, server architecture, and Consumer Insights Platform, such as Ab Initio
Mentors data scientists and specialists in the development of models, design and publication of dashboards, automation of reports, and presentation of insights and recommendations
Mentors analysts in the end-to-end campaigns management process, from campaign design, leads generation, fulfillment, and performance monitoring
Utilizes Hive, R, Bash, Python, and other programming languages to provide technical support and test parallel solutions
Stakeholder Management and Networking
Supports all the departments of the bank in meeting the company’s targets and KPIs
Guides resources in the prioritization of key deliverables and manages stakeholder expectations
Collaborates with vendors, partners, and regional counterparts to share best practices as well as implement joint initiatives
Collaborates with the Technology Team in the implementation and deployment of DSM solutions into production
Collaborates with the Marketing, Digital Channels, and Business Planning and Analysis Team in improving and automating the campaigns management process
Collaborates with the Risk and Credit Teams in the development and implementation of an in-house credit risk model.
About You
Qualifications
Master’s Degree or PhD in Data Sciences, Management or Industrial Engineering, Computer Science, Mathematics, or any related field
Certifications in programming, cloud, database management, etc. are a plus
Relevant Work Experience
5 years of relevant experience in data science, analytics, business intelligence, and data analysis
5 years of relevant experience in consulting, banking, or finance
3 years of relevant experience in people management
Technical Skills
Statistical concepts; summary statistics, normality tests and data distribution, hypothesis testing, and regression
Unsupervised and supervises machine learning techniques such as clustering, classification, neural nets, etc
Advanced analytics: optimization, simulation, and AI techniques
Database/Querying languages: SQL, Hive, SAS
Programming languages: Python, R, Bash
Feature selection, transformation, and engineering
Data visualization: Tableau, QlikSense, or PowerBI
Documentation: data dictionary, database diagrams, E/R diagrams, UAT test cases, process flowcharts
Functional Skills
Identification of business questions and opportunities

Consulting background with knowledge of various processes and industries
