Cardno Emerging Markets USA, Ltd. (Cardno)is seeking candidates forFinance and Administration Managerfor the anticipated USAID Pacific-American Partnership Fund (PACAP) opportunity. This program is anticipated to span five years and is currently valued at $10-25 Million. PACAP seeks to establish a grant-making facility that will provide and monitor grants on behalf of USAID/Pacific Islands supporting the goal of self-reliant Pacific Island partners. The goal is to cover a wide range of sectors that may include but are not limited to: disaster preparedness, biodiversity conservation, water security, education, and governance. The activity will support measures that go beyond direct implementation to ones that are replicating best practices, scaling up technologies and engaging the private sector. PACAP is anticipated to work across the Pacific Islands, including the Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of the Marshal Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
Role
The Finance and Administration Manager’s primary responsibility is to support the PACAP Regional Fund Manager in managing the program’s finances and liaising with other program staff (management, technical, contractual, and sub-awardees), to ensure that their inputs and activities comply with local and donor financial regulations. This individual will be responsible for ensuring all policies and program activities are in compliance with USAID rules and regulations, Cardno policies, and local laws. The Finance and Administration Manager will support the management of sub-grantees, including providing oversight of commitments, disbursements, tracking pipelines, conducting financial checks and audits, processing reimbursements, and all accounting operations. The Finance and Administration Manager should have adequate familiarity with USAID’s financial requirements, including the requirements for pre-award surveys, and tracking disbursements and commitments, and monitoring, evaluation, and reporting as conducted by USAID. The Finance and Administration Manager will support portfolios in Polynesia, Micronesia, and Melanesia.
Qualifications
At least a Master’s degree in finance, accounting, business administration, or other relevant field (or, alternately, a Bachelor’s degree in a relevant field and 5 additional years of relevant experience);
Minimum 7 years of experience in finance and operations, including conducting pre-award surveys, tracking disbursements, and managing financial commitments on a donor-funded project required;
Demonstrated experience with USG-funded program management, policies, regulations, and procedures, including USAID, is required;
Experience supporting complex organizational capacity development projects in developing countries, including training and capacity building in financial management, organizational management, streamlined processes/procedures, and USAID compliance is preferred;
Experience in the Pacific Islands preferred;
Experience working with projects and/or staff of culturally diverse teams and working with counterparts from other cultures;
Excellent oral and written English language communication skills.
