Job Description Country Procurement Manager Essential Functions & Responsibility:This position acts as the leader for procurement activities across all divisions (except Animal Health) in Philippines ensuring strategic engagement and alignment of procurement activities with the business. The position will have regional category coordination responsibility for selected categories for Asia-Pacific. To be successful, this position acts as customer facing and a bridge between procurement Global/Regional Category Leads and market stakeholders, to address business requirement in partnership with Global/Regional sourcing professionals. This position provides leadership, direction and source plans for all sourcing requirement based on supply market analysis, cost models and responsible for conducting RFx, negotiations and contracting for local and Cluster spend, as required.
Duties and Responsibilities:1. Category & Sourcing Management: Represent market in development and implementation of Global/Regional/Local category sourcing strategy. Uses the Global Sourcing & Procurement process to apply required tools in the creation, implementation and provide the approval of local source plans to manage assurance of supply, quality, service, cost, innovation and regulatory compliance within the Market, resulting in breakthrough strategies which optimize value and ensure appropriate risk management.
2. Proactive Value Management: Achieves best value sourcing through use of various procurement techniques (activity-based costing, total cost of ownership analysis, etc) and considering factors like financial stability, service capability, quality requirements to arrive at most optimal supplier & solution for the business.3. Market Knowledge and Insight: Leverage local market knowledge and business requirements in collaboration with regional sourcing professionals to co-create innovative solutions for the business.
4. Supplier Management and Conditioning: Assists in evaluating potential suppliers on market specific issues. Is familiar with the various suppliers and product lines available in stakeholder areas. Responsible for building relationships with Local suppliers and managing supplier performance (Quarterly Business Review) against business requirements using proven processes; ensures adequate inclusion of diversity suppliers in RFx and contracts as applicable.
5. Stakeholder Management and Business Sponsorship: Represents Global Sourcing & Procurement locally, understanding supply strategies and agreements and describing the benefits to the stakeholders in market. Responsible for engaging key stakeholders and partners them to define, meet or exceed business requirements by identifying and managing profit plan savings targets as well as evaluate any potential savings through supplier consolidation. Understands strategic business requirements both short and long term.
6. Contract Negotiation and Management: Once strategy is approved, personally leads the sourcing including RFx, negotiations and contracting, until approval completed for local categories to put in place the right suppliers.
Qualifications:
Education: BS in Business, Finance, Engineering or related field strongly preferred. MBA or advanced degree is desirable.Experience: 5 to 10 years experience in commercial, business, operations function required or experience in non-procurement role.
Fluency in English and market language.Skills & Functional Competence: Knowledge of SAP and Procurement related business processes desirable. Flexibility and demonstrates particular strength in championing change, communicate candidly, growth mindset, drive for results, data analytics/ data driven decision making, service mindset, innovation and enterprise approach.
