Job Description:
Position Summary

Primarily responsible for the overall management and administration of the Children's Village (CV) and the effective and efficient delivery of CV services.


Major Duties and Responsibilities CV Services Management


Prepare the plan and budget requirements of the CV (annually or as may be required due to changes) Implement the CV plans based on the approved budget Oversee the delivery of CV services in accordance with the standards set by ALKFI, BB and government regulatory bodies Ensure proper case management of all children in the CV
Review and monitor cases reported by the Supervising Social Worker Institute appropriate interventions, when needed; discuss with/refer to the Operations Manager and Program Director for issues/concerns on CV services requiring management decision/action Approve case study reports Facilitate case conferences and ensure that agreements/decisions are carried out Oversee the proper integration of the different childcare services components in CV to facilitate the total rehabilitation of the children under CV custody Administration


Exercise supervision over CV activities and personnel Conduct regular staff meetings; ensure implementation of/compliance with meeting decisions and agreements Review and recommend updating of CV organizational structure/staffing in response to organizational requirements Ensure that CV expenses are within the approved budget and are properly liquidated Ensure that all CV resources are properly and efficiently utilized Recommend/endorse staff hiring, service engagements, personnel movements and/or salary adjustments to Operations Manager and Program Director in accordance with existing HR policies Prepare/review/recommend/sign documents involving CV operations within the agreed level of authority Ensure the general upkeep, proper functioning and judicious use of the CV building, facilities and surroundings Coordinate closely with the ALKFI Asset Property Management Department for the general administration of CV property Monitor implementation of project partnerships and compliance with MOA Formulate operating guidelines of CV with technical support of other SSGs Resource Development and Management


Generate resource for the CV Prepares project proposals/feasibility study on a need basis Receive and properly account and report donations Coordinate with the BB Resource Mobilization Team for the CV fundraising activities Staff Supervision and Development


Ensure the orientation of CV staff on their functional responsibilities, operational procedures, and organizational structure/relationships Recommend/undertake appropriate staff development programs/activities Recommend/undertake organizational development initiatives to promote and strengthen teamwork among the CV staff Monitor staff performance and institute corrective actions, when needed Unit Representation/Networking


Coordinate with other BB unites and ALKFI programs and Support Services Groups on CV concerns Establish/maintain external linkages on matters pertaining to or affecting CV Operations Represent CV in BB Management meetings and other internal/external functions, as directed Administrative


Act as Executive on-duty to oversee the CV operations during night time Policy/System Compliance


Recommend systems/procedures for the improvement of task delivery related to specific areas of responsibility Adhere to ALKFI’s Vision-Mission-Values and comply with ALKFI/HRD/BB/CV policies and systems, and applicable government regulations Ensure the CV team’s implementation of the performance planning, monitoring and evaluation, and personnel development planning Minimum Qualifications:
Knowledge: General Child Welfare Programs and Services Child Protection Laws (International and Local) Government Regulatory rules and Guidelines on Residential Care Services and Alternative Care Services Management of Residential Facilities Case Management Project Management Personnel Management Crisis Management Experience/Educational Attainment: Bachelor of Science degree in Behavioral and Social Science, preferably Social Work Minimum of 10 days or 80 hours of relevant training in residential facilities or hospitals and at least 2 years supervisory and managerial experiences Preferably a licensed Social Worker Skills/Behavioral Traits: Excellent verbal and written communication skills Leadership/People skills Resource mobilization Donor management Networking and linkages Program/Project development/proposal preparation Integrative/coordinative ability Creativity/Innovativeness Meeting management/facilitation Stress management Computer skills Others: Willing to be assigned at Norzagaray, Bulacan. Willing to work in a project-based status of employment.
