JOB SUMMARY:

The Workforce Specialist is a critical member of our program delivery team, working closely with the Program Manager to oversee the day-to-day operations of the program, including all stages of the requisition process and managing supplier relationships.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages all stages of requisition activity through the use of Vendor Management Software (VMS) technology.

Oversees the use of VMS technology to ensure optimum, cost-effective, timely, and high quality results.

Provides adequate oversight and training to ensure end user community and supplier partnerships reach potential.

Establishes, fosters, and maintains positive working relationships with MSP suppliers and Sponsors.

Provides consultative support to Sponsors and Suppliers to clarify service requests and scope of work requirement.

Reviews and manages proposals from suppliers to ensure the best rates are submitted according to market standard and service requirement, for Sponsor’s review and selection.

Assists the Program Manager in facilitating and enforcing MSP Standard Operating Procedures (SOP), Guidelines, and Policies related to contracted services.

Updates supplier community on a regular basis to ensure understanding and compliance. Proactively escalates to the Program Manager any violations from end user and supplier side.

Provides support to end user queries and issues through the use of the Case Management System.

Communicating program procedural changes and updates to MSP suppliers and client users while providing all procedural updates in a timely manner.

Monthly checking of VMS to ensure suppliers appropriately manage employee details for on-boarding and off-boarding.

Regular checking of supplier compliance on invoicing requirements, as well as ensuring Sponsors approves required billings on time. Escalates issues that will cause late billings.

Assists the Program Manager in the requirements needed for Quarterly Supplier Review and MSP Quarterly Business Review.

Ensures all Suppliers are DOLE174 compliant by doing monthly or quarterly check on compliance updates, and all legal requirements are executed timely and properly kept on file.

EDUCATION/EXPERIENCE AND OTHER POSITION REQUIREMENTS:
Bachelor’s degree in related field or equivalent experience.

2+ years of experience in recruitment, employee relations, and other related field.

Experience of using HR systems such as payroll systems, HRIS, ATS or VMS is a plus.

Must have a proven track record measured by customer service levels and satisfaction, increased responsibilities, and working relationships with colleagues and management.

Must be able to communicate effectively and clearly in writing and verbally, both in one-on-one and in group presentation situations. Ability to interact and communicate with all levels of staff and management.

Must be proficient in PC software packages, such as Microsoft Word, Excel, Email and Internet applications.

REPORTING STRUCTURE:

This role reports to the Program Manager.
