The Role Job Description Purpose To Manage the execution of the complete Category Management & Contracting Process (CMCP) including Contract Strategy, Tactics and Contract Management activities for the relevant contract portfolio in line with the SPEX Contracting Code of Practice and applicable standards.
Accountabilities
The role has the following accountabilities:
Responsible for Operational & Delivery Excellence for applicable portfolio (primarily SC Delivery, E&P Tactical)
Contribute to the development and execution of local contracting strategies that incorporate business needs, local content & market conditions for the applicable portfolio.
Drive Contractor HSSE management through effective Contract Management.
Manage relevant supplier relationships
Provide the primary Supply Chain focal point for Contract Holders and Owners involved with the portfolio
Provide the guidance and steer to CP Operations Team for contract issues resolution.
Provide Contracting Strategy and Tactics assurance.
Challenge commercially against the key drivers of Specification, Demand and Price.
Ensure that all tender and contract documentation conforms to CP standards.
Ensure that the tendering process is auditable and conforms to Shell Group Business Principles, Upstream business plans, standards, policies and procedures.
Ensure compliance with US Export Controls and relevant regulations.
Ensure timely entry of POs and Outline Agreements with approved Review Limit, correct tax computation, and terms and conditions.
Provide pre-award and post award contract support services (Contract Management Plan) to assigned Contract Holders.
Ensure that all Contracts managed within the portfolio do not exceed their Approved Contract Value or Expiry dates.
Ensure that best practice, new developments, ideas and changing market conditions are accurately reflected in contracting strategies, tenders and contracts.
Contribute to strategic cost leadership decision making and/or continuous improvement initiatives
Ensure that all Company records are stored in accordance with the Group CP File Plan.
Assist in providing management reports/information as required (i.e. KPI, Audits, BCP, SOX etc.)
Manage the procedures set out in Upstream Operated Contracts Board Charter and identify and propose improvements where applicable.
Acts as secretary to the Contracts Board, ensures that actions and decisions are tracked and recorded and publishes minutes in a timely manner.
Requirements
Experience in Upstream business and Supply Chain Sourcing is an advantage
Commercial sense, business acumen, and multi-tasked work capability
Unquestionable ethics, good team working skills, analytical abilities, and an excellent command of written and spoken English
Strong influencing skills
SAP Materials Management knowledge is desirable
Demonstrated ability to work in a multicultural environment
Global mindset and behaviour

Special Challenges:
The Supply Chain Commercial Lead will be a key player in execution of the business Supply Chain strategy to realize cost and performance improvement.
Key challenges include:
Managing multiple external/internal stakeholder interests and requirements will be a major challenge which will require effective planning, inter-personal skills and negotiation in order to deliver.
Getting the business to contribute to development, ownership and implementation of the strategies will be a key success factor.
Effectively network with Global Category Managers and external Supply Chain organizations to ensure contract commercial competitiveness and alignment with global strategies or best practice where applicable
Conflict management and resolution.
Building relationship with key suppliers
Identify and maximise Local Content opportunities in an immature supplier market.
Lead peers in the SPEX Sourcing team and must demonstrate ability to coach, develop and support performance of the team in which they work.
Strong Authenticity and Collaboration leadership attributes are therefore essential to success in this role.
