OBJECTIVES OF THE PROGRAMME
Division Mandate:
To provide leadership and action and to support Member States in attaining a greater level of awareness for the promotion of healthy environments and populations by addressing key health-related social, environmental and behavioural risk factors and determinants. This programme will respond to the needs of the population in the aspects of lifestyle approach to the impact of climate change, and noncommunicable diseases, healthy environment, health promotion and related health systems to promote healthy social and physical environments where people live, study, work and play as a substantial and essential element of Sustainable Development, Health Equity and Gender Inequities.
Unit Mandate:
To support Member States to accelerate full implementation of the WHO Framework Convention on Tobacco Control (FCTC) and MPOWER (monitor tobacco use and prevention policies, protect people from tobacco smoke, offer help to quit tobacco use, warn about the dangers of tobacco, enforce bans on tobacco advertising, promotion and sponsorship, raise taxes on tobacco) measures, as well as the Protocol to Eliminate Illicit Trade in Tobacco Products and the Regional Action Plan for Tobacco Control in the Western Pacific (2020-2030) in order to address issues regarding traditional tobacco products as well as heated tobacco products (HTPs) and electronic nicotine delivery systems (ENDS) and provide guidance for countries towards achieving global targets. Emphasis is placed on sustainable programmes for tobacco control addressing the new challenges raised by emerging tobacco and nicotine products
.

DESCRIPTION OF DUTIES
To serve as Coordinator in TFI with the following specific responsibilities:
(1) to oversee and coordinate implementation and evaluation of the Regional Action Plan for Tobacco Control in the Western Pacific (2020-2030) in order to address issues regarding ENDS/electronic non-nicotine delivery systems, and other emerging tobacco products;
(2) to assist Member States in designing, strengthening, implementing and evaluating national tobacco control action plans, evidence-based policies and/or legislation and programmes consistent with the WHO Framework Convention on Tobacco Control (WHO FCTC);
(3) to coordinate/collaborate with WHO programmes having tobacco control-related interests (e.g. noncommunicable diseases (NCD), child health, health promotion and environmental health), Member States and other partners in the development and implementation of tobacco control related-initiatives and national action plans for tobacco control;
(4) to support implementation and strengthening of the NCD agenda within the For the Future strategic vision through operational shifts that will address structural and fundamental gaps in NCDs across the Region; and curb the surge of NCDs through leveraging cross-sectoral opportunities for reducing avoidable risks, with a focus on regulation and tax increases for tobacco products, alcohol and unhealthy food, and stimulating healthy physical, food and social environments;
(5) to provide technical support and coordinate with other partners in the development and implementation of comprehensive, evidence-based research and related tools supporting measures to reduce tobacco use and exposure to the harmful effects of tobacco use;
(6) to develop, in cooperation with others, media and advocacy campaigns and tools to promote tobacco control, in general, and support for the WHO FCTC, in particular;
(7) to provide guidance on technical work, mobilize resources, develop partnerships and facilitate and coordinate technical collaboration in the team;
(8) to manage the team's financial, material and human resources and ensure continuity and synergy of the team in relation to the three levels of the organization (e.g. headquarters, Regional Office and country offices); and
(9) to undertake related duties as required
.

REQUIRED QUALIFICATIONS

Education
Essential: Advanced university degree (master's degree or higher) in medicine, public health, social science (e.g. law, economics, political science) or equivalent from a recognized college or university.
Desirable: Advanced training in public health, health policy development or related training.

Experience
Essential: Minimum ten years of experience in programme management and/or public health actions related to NCDs, risk factors, health promotion and at least three years' experience in tobacco control related work at national and/or international levels.
Desirable: Two years of international experience on tobacco control in both developing and developed countries.

Skills
(1) Broad knowledge and technical ability in dealing with issues related to tobacco control, particularly in relation to researching and analysing issues.
(2) Knowledge in public health law, regulations/legislations.
(3) Developing and evaluating proposals.
(4) Managing projects.
(5) Promoting development of national capabilities.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3255 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children
.
