The Project Management Assistant Vice President is responsible in overseeing and managing the project engineering and construction management aspects of all development projects within quality, time & budget.
AVP Reports to: Planning & Engineering Vice President
AVP Supervises: Project Management Senior Managers & Project Management Managers
DUTIES & RESPONSIBILITIES
1.In coordination with the Project Management Senior Manager and / or Project Management Manager shall ensure that all projects had secured an approved Plans, Designs & Specifications, Contract Agreements, Letter of Awards (LOA), Notice to Proceed (NTP) as applicable and necessary to all projects.
2. Ensures that all assigned projects undergo value engineering, identification of cost saving items and tracking of its attainment during project implementation stage.
3. Ensure that all projects had undergone a Risk Management Plan with identified mitigating actions in place monitored for closure of issues.
4. Ensures that all permits, clearances and certifications required for and during project construction stage are secured and updated. Lead the coordination with government utility agencies and service providers for the installation of the required utility services for the projects.
5. Attend pre-bid meetings, Clarificatory meetings, submissions, opening & awarding of Project Work Bid Packages under Bidding / Tendering processes of each projects as necessary.
6. Conduct final review and approval of the Contract Agreements, Letter of Awards (LOA), Notice to proceed (NTP) applicable to all projects
7. Mandate the compliance of each projects on submission of Weekly and Monthly Reports including periodic Percent of Completion (POC) Certification required for Accounting Reports.
8. Mandate the conduct of Weekly & Monthly PM Meetings on all projects including the conduct of project site walk-through inspections
9. Attend as necessary each project sites regularly conduct of Management Meetings.

11. Attend emergency meetings as required with concerned members of the Project Team, Contractors and Suppliers.
12. Evaluate and recommend for approval of the Bids & Awards Committee (BAC) the established long and short list of Bidders / Suppliers for project use.
13. Evaluate and endorsement of submitted Project Authorization Orders (PAO), Billing / Payment Certificates, Request for Check Payments (RCP), Work Authorization Orders (WAO) and Change Order Request (COR).
14. Mandate compliance of all project sites to P&ED-Systems and Procedures requirements and provisions. Participate in the conduct of Management Review and act as committee member as required.
15. Responsible for the health and safety of all project stakeholders within the project sites.
16. Mandate the projects’ implementation of an accident-free workplace program and compliance monitoring to applicable health and safety statutory and legal laws and requirements of the project sites.
17. Responsible for the environmental protection of all project sites.
18. Mandate the projects’ implementation of site environmental protection program and compliance monitoring to applicable environmental statutory and legal laws and requirements at different stages of project construction.
19. Mandate compliance of all projects on the product of QA/QC inspection on workmanship of completed project works including closures of rectification issues / works prior to turn-over and acceptance of the units by BTG.
20. Mandate the compliance of all projects to SAP-PR (procurement process) and CRM requirements.
21. Responsible in ensuring proper turn-over of Units and Common Areas are performed within agreed budget, time and quality standards.
22. Establish and communicate key result areas (KRAs) for which the over-all project performance evaluation shall be measured.
23. Provide regular review, assessment and evaluation of the KRAs with project management team.
24. Oversees and monitors compliance of each project sites on the Vendor Performance Evaluation Report (VPER) requirements.
25. Performs other duties that may be assigned from time to time.JOB QUALIFICATIONS AND SKILLS REQUIRED
1. obtain bachelor’s degree in any engineering field from a reputable college or university and possessing a valid PRC license or its equivalent.
2. At least possesses 8+ years of project management and construction experience from established developer company.
3. 5+ years of experience working with business stakeholders within a cross-functional matrix environment.
4. Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations.
5. Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
6. Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus and achieve objectives.
7. Excellent leadership, communication (written, verbal and presentation) and interpersonal skills
8. Self-motivated, decisive, with the ability to adapt to change and competing demands
9. Intermediate level of proficiency with MS Project, Excel, PowerPoint and SharePoint with experience presenting to stakeholders and / or Senior Leadership.
10. Experience negotiating vendor contracts
11. Experience submitting budget proposals and recommending subsequent budget changes where necessary
12. Experience in successfully leading projects and programs to on-time, on-schedule and within the budget close.
13. Experience working both independently and in a team-oriented, collaborative environment.
14. Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
15. Must be able to learn, understand and apply new technologies.
