At least 3 years of supervisory experience, at least 3 years of relevant professional experience particularly on social development, plan formulation/development, policy formulation/development, monitoring and evaluation, or project management; Should have excellent communication skills, both in speaking and writing, and at least one year experience in coordination and networking.
Training
:
At least 40 hours of relevant training or exposure to activities related to social development, policy, or any sectoral concerns (e.g. women, children, persons with disabilities, elderly, indigenous people, etc.), planning, research, or monitoring and evaluation; At least 24 hours on personal development or supervisorial trainings
JOB DESCRIPTION
Develop policy-related documents, identify gaps and recommended actions relative to sectoral or other social welfare and development concerns; Monitor compliance to national, regional and international commitments; Provides comments and inputs to various draft bills, guidelines, and international documents; Prepares formal communications in response to various queries, complaints, and/or other letters received from various stakeholders; Provides necessary technical assistance to other OBSUs, Field Offices and other stakeholders and duty-bearers in line with policy formulation and development, including policy review and legislative advocacy; and performs other related tasks assigned by supervisor from time to time.
Assist the Division Chief in planning, organizing and directing the work of the Division. Act as OIC in the absence of the Division Chief.
PRIMARY TASKS
1. Monitors the implementation of social protection and social welfare and development policies and plans;
2. Prepares position papers on various proposed House Bills and similar policy recommendations and proposals on SWD and social protection;
3. Provides technical assistance to Department’s Offices, Bureaus, Services and Units, Field Offices, Intermediaries and stakeholders in the formulation and development of social protection and social welfare and development plans, the DSWDs short, medium, long term, operational and sectoral plans, policies, reporting, statistics and data management;
4. Formulates policies relative to social protection and social protection and social welfare and development and provides technical inputs to proposed SP and SWD policies or guidelines and other technical papers in relation to international, national and regional commitments;
5. Coordinates and network with bodies/agencies concerned with SP and SWD policies, planning, statistics and data management, research, monitoring and evaluation;
6. Performs secretariat support functions to inter-office and inter-agency committees;
7. Leads the crafting of the Department/ country position paper on emerging regional and international issues/concerns for bilateral/multilateral agreements and cooperation relevant to the social welfare and development sectors;
8. Drafts comments, inputs, and talking points on possible areas of cooperation relevant to SWD and social protection programs, activities, and projects that could be raised during State Visits and Regional / International bilateral/multilateral meetings;
9. Monitors implementation compliance of relevant social welfare and development policies and laws at the national level, including declarations and commitments to the Region (ASEAN and APEC), UN conventions and other international instruments;
10. Preparation of Briefing Notes and compilation of reference documents on International / Regional Bodies as may be needed;
11. Develops project proposal for ASEAN / APEC funding and conduct liaison efforts on externally funded projects;
12. Serves as resource person/facilitator during training/workshop/conference related to SP and SWD policy, planning, statistics, reporting, monitoring and evaluation;
13. Organizes/participates in inter-office/bureau/service/unit, inter-regional/inter-agency bodies on SP and SWD activities;
14. Coordinates and supervise the Division’s activities, plan formulation, plan implementation, monitoring, reporting and evaluation for the effective delivery of outputs; and
15. Performs other tasks assigned by the supervisor from time to time.
