Details of the offer

Supports the Portfolio, Results and Quality Control Unit (PAOD-PRQ) in all relevant technical and administrative tasks. Liaise with project teams and provide guidance to other project analysts in Pacific Department (PARD) who are involved in safeguard compliance monitoring. He or she provides support to project implementation, improving project performance, and undertaking document review relating to safeguards. The incumbent will report to designated International Staff and National Staff.ResponsibilitiesWorks independently on all or a combination of the following transactions and/or clearly defined areas, depending on the assignment/instructions from supervisors:Project Processing
Follows up and liaises with project teams on the status of safeguards documentation and compliance including submission of categorization forms, drafting memos, such as compliance memoranda, and monitoring the disclosure of safeguards documents as required by ADB's safeguards policies.

As required, participates in selected fact-finding missions for projects that are likely to have impacts on the environment, involuntary resettlement and/or on indigenous peoples to help prepare plans and actions to address safeguard issues.

Contributes to the review of project safeguard documentation, in detail safeguard plans and frameworks by PAOD-PRQ safeguard specialists and other safeguards assessment to ensure compliance with ADB's safeguards policies.

Monitor and liaise the scheduling of staff or management review meeting to ensure that safeguards team will be represented in all meetings.

Project Administration

Assists in evaluating compliance of projects under implementation including review of semi-annual safeguards reports and participation in missions to help prepare actions plans to address safeguards issues during implementation and follows up on post-evaluations and recommendations.

Follows up and liaises with project teams on the status of safeguards documentation requiring updates and disclosure during project implementation.
Monitors the status of grievance redress mechanisms and of compliance reviews, and resolution of complaints and grievances identified in the project, if any. Maintain a database of all safeguards issues and monitor closely jointly with the safeguards and project teams.

Confirms that safeguard documents and monitoring reports for PARD projects are disclosed and uploaded on time on the ADB website. Monitor the project team's inputs to the eOps in tracking the performance of the project.
Assist in providing safeguards inputs during the preparation of project completion report including liaising and coordinating with the project teams and government focal points in data collection.
Other Key Safeguards Operational Support

Attends meetings as necessary and records minutes of the initial and follow-up project meetings between PAOD-PRQ safeguard specialist and project teams. Follows up with project teams and with Environment and Safeguards Division (SDES) on identified issues.
Maintains records of safeguard documents received by PAOD-PRQ for review and comments as well as comments/correspondence received from SDES. Ensures that PAOD-PRQ comments are submitted timely and follows up with project teams and project administration staff.
Assists in the preparation of PARD's Annual Compliance Report and compiles and analyzes relevant safeguard data for all loan projects approved during the year; identifies outstanding issues and missing information for the report.

Assists safeguards specialists in recruiting consultants, in preparing shortlists, request for proposals, evaluation of proposals, contract negotiations, and contract signing. Also assists in issuing contract variations for consultants' contracts.

Knowledge Management

Provides technical information to support the preparation of special reports, knowledge products, and studies of PAOD-PRQ. Assists in preparing templates, best practice examples, and project safeguard databases.

Assists PAOD-PRQ safeguard specialists to develop, maintain, and improve the Environment and Social Monitoring Information System and other proposed MIS

Internal and External Communication

Supports internal and external safeguard communication and assists in organizing conferences and workshops. Maintains a repository of reference materials.

Others

Performs other duties as required and reflected in the incumbent's work plan.

Qualifications
Relevant Experience & Requirements

Bachelor's degree in Environmental Science/Management or Sociology/Anthropology or related field.
At least 5 years of work experience in Environment, Involuntary Resettlement and Indigenous Peoples safeguards (in the context of development projects, research, or NGO initiatives)
At least 5 years of relevant work experience; related experience in international agencies will be preferred
