Public Health Officer

CFSI SUB-OFFICE IN PASAY CITY, METRO MANILA PUBLIC HEALTH OFFICER

The Public Health Officer is responsible for the monitoring of refugees and asylum seekers’ (Persons of Concern or POCs) access to health services for COVID-19, HIV/AIDS, chronic conditions. S/he will participate in the development of guidelines related to access to health services in the COVID-19 context for POCs. S/he will support the development of protocols for case management in the COVID-19 context for POCs. The Public Health Officer will also expand CFSI’s links with HIV/AIDS related health care and psychosocial support services in Metro Manila as well as in other urban areas, and formalize CFSI’s relationships with the aforementioned service providers. The Public Health Officer will strengthen the capacity of the Social Workers and Legal Advisor of CFSI to assess the very basic health status of refugees, formalize referral pathways, and install follow up procedures. S/he will provide technical contributions during planning, implementation and monitoring and evaluation process of CFSI COVID-19 related interventions. S/he will also participate in advocacy, information sharing and communication in reference to the health situation of populations of concern, among the UNHCR, the government, donors, and other partners. The Public Health Officer will conduct field monitoring and verification visits where necessary.

Qualifications: Master’s degree in Public Health or any significant health-related advanced degree. Minimum of five years of progressively responsible service in a similar capacity. Significant experience in responding to displacement situations and/or public health emergencies. Knowledgeable about the external CFSI environment. Proactive approach to problem solving and responsibilities. Demonstrated ability to work independently, and with flexibility in a cross-cultural, international setting. Proficient with personal computers and appropriate software. Excellent interpersonal skills. Excellent in English language and writing skills. Willing to travel in conflict-affected areas and/or areas where POCs are located.
