This position is located in the UNDP Programme Impact & Advisory Team in support of the Philippines Accelerator Lab initiative a new UNDP offering that builds on the latest thinking from the fields of complexity science, user-led innovation and collective intelligence to accelerate development impact. The lab network will surface and reinforce locally sourced solutions at scale while mobilizing a wide and dynamic partnership of actors contributing knowledge, resources and experience. The idea is to transform our collective approach by introducing new protocols, backed by evidence and practice, which accelerate the testing and dissemination of solutions within and across countries. This will enable the global community to collectively learn from local knowledge and ingenuity at a speed and at a scale that our societies and planet require. This will be achieved by: (i) building on locally-sourced solutions, finding things that work and expanding on them; (ii) rapid testing and iteration to implement what works and go beyond the obvious solutions; (iii) combining the best understanding, ideas and expertise to generate collective knowledge; and, (iv) accelerating progress by bringing expertise, creativity and collective intelligence to bear.

Duties and Responsibilities
Under the overall guidance of the Senior Policy Advisor and direct supervision of the Partnership & SDG Platform Analyst, and in close coordination with the Accelerator Lab Heads of Exploration, Experimentation and Solution Mapping, the Programme Assistant will provide programme, administrative and financial management and monitoring support services to the team ensuring high quality, accuracy and consistency of work.
The Programme Assistant will also work in close collaboration with the operations, MSU, programme & project staff in the CO as required to exchange information and support programme delivery.
Support the administration and implementation of programme strategies, adapts processes and procedures focusing on achievement of the following results:
Effective application of results-based management tools and achievement of programme and management targets. Support the design of mechanisms to accelerate delivery and enhance impact of programme portfolio.
Presentation of information/ reports for identification of areas for support and interventions.
Support the troubleshooting of project implementation by effective quality assurance of Project related programme and operations work.
Provide effective support to management of the country office programme focusing on the achievement of the following results:
Support the preparation of project document drafts, work plans, budgets, proposals on implementation arrangements.
Pipeline management and project initiation on and off Atlas. Prepare, in coordination with outcome leads and other office units the re-alignment of budgets/project documents and agreements.
Support the provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
Follow up on performance indicators/success criteria, targets and milestones, preparation of reports.
Support the identification of operational issues and participate proactively in solutions in accordance with programme policies and procedures of the organization.
Support quality assurance related activities/audits and follow up tasks including audit recommendations.
Provide administrative support to the Programme Unit and overall support to the Programme oversight to Projects focusing on achievement of the following results:
Proper control of the supporting documents for payments, review of projects and financial reports.
Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
Supports the effective formulation of procurement plans.
Ensure facilitation of knowledge building and knowledge sharing in the country office focusing on achievement of the following results:
Organization of trainings for the operations/projects staff on programme.
Effective contribution to sharing competencies and expertise across projects, teams and peers.
Synthesis of lessons learnt and best practices in programme.
Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education:
University Degree in Business or Public Administration, International Studies, Economics, Agricultural Economics, Development Management or Environment and Natural Resource Management or any related field.
Experience:
At least 2 years of relevant administrative or programme management experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Language Requirements:
Proficiency in English. Working knowledge of other UN language desirable
