Operations Support Manager (Telecoms, OSS) An IT Company with operation covers Asean Region is looking for a Project Manager with good experience and working knowledge in the Operations Support System (Telecoms) to join their team in the Philippines office on a permanent basis.

The Operation Support Manager will be reporting to the overall Project Director, and will lead a team of technical engineers to responsible for the implementation, maintenance and operation support, and the service level assurance for the entire telecom network in the Philippines.
This role is required to be stationed in the Philippines for at least one year and depending on the workload condition, he/she is allowed to return home occasionally.
Requirements:
Degree in Engineering, IT, Computer Science or a related discipline.
Proven experience and possess a good understanding of telecoms operator business processes.
Good knowledge of Telco OSS platform architecture, components and concepts
At least 5 years of experience in Telecom OSS and other telecom network management system or its equivalent.
Good knowledge in telecom network infrastructure, i.e. fibre optic transmission network, LTE mobile network, access and core network etc.
Experience with deployment of OSS and Network and Customer Provisioning, Operations, and Diagnostics systems through the delivery lifecycle from initial design to full operationalization.
Experience in using tools and utilities like SQL developer, Putty, Eclipse.
Working Knowledge in UNIX, Oracle database for administration.
Experience in DevOps processes and tools: bamboo, ELK, Docker, etc.
Ability to work in a multi- technology environment with the ability to diagnose complex technical problems to their root cause.
Proven working experience in telecom OSS solutions either working for Telecom Operators or OSS vendors.
Ability to lead and motivate a team of technical support engineers.
Able to work independently and as a team, highly motivated and goal-oriented individual Proven ability to manage dependencies and risks and holding suppliers / vendors to account.
Formal Project Management qualification (e.g. Prince2, APMP) is preferable.
Strong Project Management experience.
Good command of Chinese and English is mandatory, fluent in listening, speaking and writing (Able to listen, writing, and communicate in Chinese and English language to collaborate and support the Chinese and English speaking internal development teams for release preparation, test and development machine allocation and maintenance.)
Responsibilities:
Responsible for overseeing both the technical, managerial and service delivery aspects of the Operations Support Systems (OSS).
Provide end-to-end support for OSS and the associated business processes, including application integration and configuration of the production and non-production environment.
Review post productions issues (bugs) as and when required, find root cause and work with vendors to propose preventive measures.
Monitor and track vendors? SLA performance and participate in contract negotiations.
Lead a team of engineers to provide 1st and 2nd level technical support for OSS operation technical problems.
Collaborate and support the internal development teams for release preparation, test and development machine allocation and maintenance.
Work closely with IT teams to ensure the successful setup of/changes to hardware, virtual machine, cyber security, operating system and databases associated with the OSS applications.
Supervise and manage all the Change Requests and new developments for OSS, including the coordination of the acceptance of all changes and new developments into normal routine support.
