Project Overview and Role
Palladium International and the Education Pathways to Peach Program are seeking a Monitoring, Evaluation, Research and Learning (MEARL) Adviser. The duration of the position is 150 days, with possibility of extension over a period of 12 months. It will be based remotely, with up to 75 in-country input days in Manila and throughout the ARMM. This assignment will be remunerated in accordance with the Australian Remuneration Framework (ARF) at C4 level.Objective
The Monitoring, Evaluation, Research and Learning (MEARL) Adviser will be responsible, in collaboration with the Team Leader and Pathways team members, for the implementation of the M&E Framework which is aligned with DepEd ARMM monitoring and which will contribute to successful realisation of the End-of-Program-Outcomes (EOPOs). The MEARL Adviser will also work with the Pathways team to create opportunities for learning and sharing knowledge about Pathways progressResponsibilities
Through a collaborative process with DepEd ARMM and Pathways team, implement the M&E Framework which reflects the design of Pathways and embeds the commitments to evidence based decision-making, flexibility, responsiveness and adaptive management
In partnership with the team, and whilst giving advice to the MEARL Manager (and associated officers) effectively implement Pathways Baseline Study, designing inputs from within the Consortium and external service providers as may be needed to ensure that the program will have a comprehensive and well-documented baseline against which the program's outputs, outcomes and impact can be measured.
Advise on the development of Pathways MEARL guidelines, tools and templates
Advise on the program research approach, including peer review and quality assurance of research design
Program planning and reporting, including quarterly and annual progress reports and preparation of communications on program achievements including acting as a quality assurance adviser on all technical documents as required to ensure quality deliverables are provided by the program.
Contribute to the management team's liaison with the client for planning and reporting.
Provide advice and support to the Deputy Team Leader for the design and implementation of an internal Quality Assurance system to quality assure the technical work undertaken by STA or Consortium partners in respect of quality of processes and outputs
Requirements
Relevant qualifications in education, educational evaluation, or a relevant field in the social sciences;
Extensive experience in monitoring, evaluation, or in social science research;
Familiarity with the DFAT M&E requirements;
Strong analytical, qualitative and quantitative monitoring and evaluation skills;
Demonstrated experience in evaluation design, management, interpretation and reporting;
Strong, proven writing and reporting skills including expertise in the presentation and interpretation of data to guide improvement
