**PROJECT**: Monitoring Renewable Energy Implementation in the Philippines (MoRE)

**DURATION**:Short term engagement (3 MONTHS)

Renewable energy (RE) is an integral part of the Philippines' low emissions strategy addressing energy security, access to energy, and climate change concerns.
These concerns anchor the development of the National Renewable Energy Plan (NREP).
The NREP lays the foundation for developing the country's RE resources, stimulating investments in the RE sector, developing technologies, and providing the impetus for national and local RE planning to help identify the most feasible and least-cost RE development options.
Meantime, the DOE announced that the Philippines is ready to shift to alternative energy and is 'pushing for the transition from fossil fuel-based technology utilization to cleaner energy sources to ensure more sustainable growth for the country.' (DOE, 2020).
A critical step is to ensure that the latest NREP is fully integrated into the updated Philippine Energy Plan (PEP) while monitoring to track the progress of energy-related policies is developed.
The integration of the NREP into the PEP presents an opportunity to increase ambition in the RE share in the power generation mix, with proposed policies on distributed generation and inflexible generation facilities put in place.
The monitoring can also be the basis for further tracking of implementation of related plans such as the Nationally Determined Contributions (NDC) implementation plan, considering the significant contribution of the energy sector to the country's greenhouse gas emissions.
**SPECIFIC DUTIES AND RESPONSIBILITIES**

The Monitoring Tool Consultant will closely work with the Project Manager, and as much as possible, the Policy Consultant, in ensuring smooth implementation of this component and will provide strategic and technical guidance to the MoRE Project in particular:
Analysis and Research
- Conduct research and analysis of energy-related policies, issuances, decisions, and other information relevant to developing the monitoring tool for the project.
Design and Content of the Monitoring Tool
- Attend policy dialogues and roundtable discussions and give advice on the site design, content, domain name, and hosting solutions.
- Develop, create and manage site content.
- Present overall layout and organization of site pages as well as site content prior to the site's development.
Development of the Monitoring Tool
- Collaborate with the WWF PH Communications team and web developer on the site design and development and ensure the site is tested and completed on time and within budget.
- Oversee the live deployment of the site and fix any functionality issues.
Site Hosting
- Manage and register domain name.
- Ensure proper functioning of web hosting servers.
SEO
- Optimize site to increase traffic from target audience.
Analytics
- Set up analytics tracking, including breakdown by visitors and reach.
Documentation
- Prepare progress updates and document website development processes.
Perform other tasks and functions as may be relevant and necessary to accomplish the project objectives and as may be assigned from time to time.
**WORKING RELATIONSHIPS**

**Internal**:Within WWF-Philippines, this post reports to the Head of the Climate and Energy Programme and works with the MoRE Project Manager and the Policy Consultant.
**External**: National government agencies, energy companies, distribution utilities, electric cooperatives, NGOs, other key stakeholders in the clean energy sector
