Organizational Setting
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Reporting Lines
The Emergency Response Preparedness Consultant will be under the overall supervision of the FAO Representative (FAOR) in the Philippines ad interim, the guidance of the Assistant FAO Representative for Programme, direct supervision of the Senior Animal Health and Production Officer in the FAO Regional Office for Asia and the Pacific (RAP), and the day to day guidance of the of the Team Leader of the Mindanao and Emergency Response and Preparedness Group (natural and human-induced) and Project Coordinator.
Technical Focus
FAO is implementing a Regional TCP Project on Livestock Emergency Preparedness and Response for Areas at High Risk of Volcanic Eruptions. The objective of the project is to strengthen the emergency preparedness and response capacities in mitigating the effects of volcanic eruptions on animals/livestock for relevant stakeholders of the targeted countries, including the Philippines. The overall outcome is to reduce the possible impacts of volcanic eruptions on animal health, production, welfare, food security and livelihoods. This is attained through better specific emergency preparedness/contingency planning, and to also support guidelines for actions during and after emergency response by adopting an inclusive approach.
Tasks and responsibilities
The Emergency Response Preparedness Consultant shall perform the following responsibilities:
Work closely and lead interactions with national key stakeholders, including the Department of Agriculture-Bureau of Animal Industry (DA-BAI), Philippine Institute of Volcanology and Seismology (PHIVOLCS), National Disaster Risk Reduction and Management Council (NDRRMC) as well as other national authorities, ensuring implementation of in-country activities;
Work closely with other identified implementing partners including World Animal Protection, ensuring implementation of in-country activities, and when relevant giving input to project associated regional activities;
Support the development of two national case studies (2 sites per country), compiling data and identifying information gaps, especially related to the number and location of livestock, stakeholder analysis, private sector and value chain analyses, Standard Operating Procedure (SOP) reviews in areas at risk for volcano eruptions/lava flows;
Assist with organisation and facilitation of national workshops and project activities as per project document
Review Standard Operating Procedures (SOP) for mitigating effects on livestock before, during and after volcanic eruptions including training on animal handling, transportation during emergency response, and integration of human and livestock evacuations;
Liaise with national authorities and technical parties involved in the risk assessment and mapping exercises of volcanic hazards related to the impact on various livestock production systems and support the options and planning arrangements for (temporary and long-term) re-location;
Lead local design and adaptation process for development of trainings modules (eg. Livestock-related interventions emergencies, Livestock Emergency Guidelines etc.) on emergency preparedness and response to address specifically livestock affected by volcanic eruptions, including simulation exercises (or series of exercises) to test response preparedness, including interoperability and flexibility on Standard Operating Procedures (SOP);
Adapt the information gathered from field learning and testing to support the development of a regional tool/guide that can be used in the participating country, but also act as a generic guide for better preparedness, response and recovery efforts in other countries;
Assist in supporting local logistics of workshops, trainings, validation and other activities related to the project;
Carry out any other relevant duties within his/her technical competence as requested.

Minimum Requirements
Advanced university degree in animal science or graduate of veterinary medicine
At least seven (7) years of practical experience with livestock emergency planning and response;and in planning and executing projects at the national level;
A national of the Philippines.
