Job Description
How can you make a difference?
Under the direct supervision of the C4D Specialist (who would be focusing on providing the general direction of C4D work, linking the response to recovery and development program, as well as coordination and capacity building for government officials) and the guidance of the Child Protection and Education Program Officers, the consultant will be supporting the creation and refinement of materials and messaging to support for the following government agencies: DSWD, CWC, ECCD Council, JJWC, CHR, and DepEd.
Work Assignments
Map all C4D materials with government agencies and UNICEF, and suggest ways forward to further refine materials, based also on analysis of, gaps and opportunities to strengthen the quality and effectiveness of UNICEF’s interventions.
Provide technical assistance to UNICEF and National Government Agencies in the refinement of COVID-19 messages and communication materials on parenting, VAC, ECCD, and Basic Education.
Any other tasks assigned by C4D specialist to support the COVID-19 response.

Submission of communication materials for final production (x5 sets)

Qualifications and Competencies of Successful Consultant
Advanced degree in Development Communication (preferred), Communication or related fields.
Minimum of four (4) years professional experience in all of the following areas:
-Creation of communication strategies and materials with government agencies
-Previous work in project management in both development and emergency context
-Familiarity with emergency response work in the Philippines is an advantage
Fluency in English and Filipino, both oral and written
