Overview
Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Office of the Principal Director (OAOD), within the Office of Administrative Offices (OAS).
OAS manages the building, facilities and delivers over 70 diverse services essential for ADB's operation. It provides administrative support to ADB Management and staff and delivers quality products and services at an affordable cost. The office is headed by the Principal Director (PD) and supported by Division Directors who manage the respective business units.
OAOD comprises teams responsible for planning and preparing the department work program, budget, human resource management, IT and internal communications, and the field office support which includes global real estate and property management for the country offices (also referred as field offices).

Position title upon appointment is Field Office Facilities Planning and Management Coordinator.
Job Purpose
The Global Real Estate and Property Coordinator will provide technical and administrative support to ADB's country offices in real estate and property planning and implementation of planned facilities improvement, expansion and/or relocation projects funded under capital expenditure budget for selected field offices (FOs). The incumbent will report to the designated International Staff.
Responsibilities
Assists in providing technical guidance to FOs in planning, designing, contracting, construction management, maintenance and general facilities management.
Drafts assessment report of FO facilities management issues based on standardized procedure and reporting format.
Drafts cost estimates and schedules; requirements for consultants and contractors; standards and specifications for building expansion and alteration projects; coordinates and oversees the implementation of planned building expansion and alteration projects in the areas of space planning, building visual and inspection, planning procurement requests, budget control, and monitors the activities of project team members (consultants/ contractors).
Contributes to the development of procedure manual including specifications, guidelines, standard operating procedures, templates and documents to standardize real estate and property planning and implementation.
Provides preliminary analysis to the space programming and planning of all FOs relative to their approved budget and approved staff positions in consultation with BPBM and BPOD-UIC.
Assists in updating the database of information related to the global real estate for all FOs and coordinates the collection of statistical information to produce various management-related reports on regular or ad hoc basis.
Assists in monitoring and evaluating leases of FOs and drafts recommendations necessary options to regional departments.

Contributes in preparing standard procurement documents for both technical and construction services and assists in the procurement process.
Coordinates with other divisions of OAS as required.
Performs other duties as may be assigned and reflected in the incumbent's work plan.

Qualifications
Relevant Experience & Requirements
Bachelor's degree in Architecture, Business/Commerce, Engineering preferred.
At least 5 years of relevant professional experience in work planning, project design, construction and budget management.
Excellent written and verbal communication skills in English is required.
Sound working knowledge on project management/coordination, process documentation, process analysis, and process auditing.
Good interpersonal skills and ability to liaise effectively with all types of internal and external clients.
Sound knowledge and experience on computer applications, including CAD.
Strong coordination, diplomatic, and supervisory skills
Able to work collaboratively with teams as a constructive team member.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
