Objective and Purpose of the Assignment Technical assistance (TA) 9250 PHI provides support to the comprehensive tax reform program (CTRP) and other economic reforms of the Philippine government to help raise revenues and sustainably finance public investments. The CTRP, covering both policy and administrative reforms, seeks to achieve a simpler, fairer, and more efficient tax system that encourages investment and job creation and poverty reduction. The Department of Finance (DOF) is pursuing additional tax reforms including those covering corporate income, real property and finance sector. DOF seeks technical support in the area of economics and statistical research and analyses, including the estimation of the impact of tax reforms on different sectors and the overall economy.

Scope of Work

The major scope of work is to provide technical support on economic and statistical research and analyses relating to tax policies and in support to the economic recovery of the Philippines from the COVID-19 pandemic.

Detailed Tasks and/or Expected Output Key tasks include:

1. Conduct economic and statistical researches/analyses and prepare related technical reports;

2. Develop economic, financial, econometric models, or other analytical tools for the estimation of the impact of reforms, including, but not limited to: a) tax incidence estimates across households and industries, where applicable and b) macroeconomic impact estimates (e.g., inflation, employment, growth);

3. Provide technical inputs to communication materials including those for public release;

4. Prepare briefers, reports, presentations, and technical working papers;

5. Supervise junior researchers in carrying out analytics or research projects;

6. Review outputs of junior staff;

7. Conduct capacity building sessions or coaching sessions to staff on various topics, including, but not limited to, economic models, econometrics, and forecasting.

8. Perform other related tasks as may be assigned.

Minimum Qualification Requirements The candidate should have a master’s degree in economics, finance, or statistics and at least three years of relevant work experience, or one year of postgraduate research work. The candidate must be knowledgeable in econometrics and statistical techniques, with strong analytical skills including on tax policy analysis. The candidate must have the experience in applying computer languages and software packages for economic/financial analyses, and knowledge in the principal sources and retrieval systems of socio- economic data. The consultant must be team-oriented, with the ability to work in a multi-cultural environment. The candidate must be fluent in verbal and written English.
