The RolePURPOSE
The Financial Control (FC) Advisor will play a key role driving the efficiency and effectiveness of financial control framework of one or more Downstream (DS) Class of Business, Countries or Cluster. The role also encompasses specific responsibilities for supporting a variety of Management in Control processes such as:
- Delivering the Risk & Control Identification process
- Maintaining an effective risk-based financial control framework to ensure that risks are effectively and efficiently addressed
- Monitoring and reporting the effectiveness of controls
- Supporting the control aspects of new systems implementations, migrations and retrofits to ensure these are successfully embedded in Finance Operations (FO)
- Supporting financial controls continuous improvement and ESSA initiatives locally
- Ensuring application of an appropriate risk based control monitoring methodology
ACCOUNTABILITIES
General:
- Contribute to projects, initiatives and activities related to DS (Downstream - Commercial business) financial control framework
- Deliver in the focal role assigned e.g. COB Finance Controls (FC) Leads, key FC activities lead etc.
- Assist and own day to day Financial Control related questions relating to the Country/Cluster
Country/Business:
- Develop strong relationships with the Business/local Finance Management to ensure a deep understanding of the risk environment and its mitigation and the effective operational control performance in the Country/Business
- Maintain oversight of all financial controls, both operated within FO (Finance Operations) and remaining in the Country/Business and assigned FO Process focalship role for DS.
- Proactively identify improvement opportunities in and rationalisation opportunities of the financial control framework in the Country/Business, working with FO teams and the Business to understand consequences of proposed opportunities and/or control changes within the Country/Business to ensure the financial control framework overall remains fit for purpose
- Manage and deliver the quarterly Sox reporting process for the specific Business responsible for; liaise with relevant Finance Operations teams to ensure effective coordination of test plans, communication and coordination of relevant reporting (e.g. around control deficiencies)
- Liaise with external and internal auditor on any FC related matter impacting Country/Business.
Other:
- Act as the escalation point for any Management in Control issues in the financial controls space. Escalate business control issues via the business facing GRA organization in FO.
- Drive and embed a risk-based mindset in the Business and within FO Situated within Finance Operations, the Downstream Financial Control Team has a global functional responsibility for the assurance of DS Financial Control framework. This specific role will support the Downstream Class of Business.
- The candidate will develop a thorough knowledge of the DS business, Country/Cluster assigned and have regular interactions with key Downstream stakeholders as required. They will be a key point of contact managing day-to-day financial controls related queries between Finance Operations, the Downstream Financial Control Manager & Leads and the Classes of Business.
- Professionally qualified Accountant or qualified by experience who has a range of experience in either the internal audit or risk and controls arena; audit/ assurance background (big-4) an advantage
- DS business appreciation would be added advantage
- Passion for operational excellence and CI (Continuous Improvement), to aid in our drive to Top Quartile in FO Controllers and motivate others to do so
- Excellent interpersonal and communication skills (English written and spoken) and ability to influence, motivate and coach multi-cultural virtual teams of varying experience and knowhow
- Knowledge of Financial Control Manual, Shell Control Framework, Shell Risk Management, SOX Methodology, Sox issues, Corporate Guidelines, Policies etc.
- Good understanding of one or more End to end financial processes is desirable
- Understanding of DS business drivers, needs and related risk and ability to interpret the relevant management information is appreciated.
- Management of own deliverables will require the ability to prioritize and balance workloads along with strong time management skills.
- Other personal skills - professional skepticism, lateral thinking, good analytical skills, independent, results oriented, fast paced, resourceful and proactive and ability to manage change
Special Challenges:
- The DS FC advisor will develop a deep understanding of the DS processes, risks and associated financial controls, also with a view to identifying best practice/standardisation/enhancement opportunities
- The DS FC advisor will provide all relevant FC support to their assigned Country/Business in fulfilment of their role in a changing and demanding business environment. Delivery will be stretching and will provide the successful incumbent with an opportunity to gain a comprehensive understanding of the business and its financial risks.
- The successful candidate will need to be proactive, be able to quickly build up the business knowledge, to resolve issues with limited guidance and work independently, and possess a strong drive to deliver and contribute to the business. Willingness to learn and enthusiasm are key for a successful interpretation of this opportunity.
- The role requires working effectively across both organizational and cultural barriers to influence key stakeholders to establish and operate robust risk based control frameworks. Operate in an environment where effectiveness will be achieved through influence rather than (line) authority.
