The Role Responsibilities

Strategy

- Align the PH IS Support team and the Project Management Team of the Philippines with the international group standards and strategies for innovation to adhere with the International Values of Standard Chartered Bank.
- Manage Entire Innovation Lifecycle to ensure more informed strategic investments and track and prioritize business and customer's requirements.
- Take full ownership of projects from scoping, staffing, implementing, and evaluating.
- Deliver the project defined by the business on time and within budget while adhering to the organizational wide standards.
- Work with all business functions to deliver and make more informed strategic investments.
- Builds and maintains a project management plan for all project schedules and costing.
- Actively manage all project schedule and project interdependencies to ensure no unplanned delays to the project.
- Produce detailed project estimates when required to ensure internal and external costing of the project is scoped.
- Evaluate all project proposals to ensure a good impact to the organization and present it to the PSC or Accountable Executive for discussion.
- Ensure all monthly costing and manpower allocation are tracked properly and recorded properly.
- Acts as a project manager and a single point of contact to other project and portfolio managers where needed.
- Monitors all project related issues to ensure proper resolution or escalation.
- Projects should be delivered in accordance to SCB project governance requirements and demonstrates zero non compliance issue.
- Spearhead country driven efficiencies project like automations and innovations.
- Identify process inefficiencies prior to automation and innovation.
- Ensure smooth transition of newly developed and deployed system to production to the maintenance provider.
- Ensure uninterrupted technology support of newly developed and deployed systems.
- Ensure all support for Group Application systems are well in place and ensure all issues are resolved on time.
- Be the single point of contact for all group driven projects that will involve the application systems of the Philippines.
- Act as the liaison of the operations unit and the systems maintenance provider during local application system downtime or problems.
- Undertake periodic self-assessment on key controls to assess the proper functioning and adequacy of existing controls.

Business

- Ensure that timelines are consistently met.
- Help business make informed strategic investments.
- Offer comprehensive project management capabilities to deliver quality initiatives on time and on budget.
- Assist the Business to ensure proper handover to system support team from the development team

Processes

- Ensure projects are delivered according to the SCB Governance requirements.
- Provides effective coordination to the stakeholders and timely escalation of problems.
- Actively engage the all project teams to resolve all non compliance or escalate to the leadership if needed.
- Track business and customer's requirements to ensure proper implementation.
- Closely coordinate with stakeholders to ensure agreements and contracts are in place in a timely manner.

People and Talent

- Lead and become an example to align to the international group values and standards.

Risk Management

- Actively participate in cascades and new policies regarding innovation lifecycles in the international group functions to ensure compliance.
- Act quickly and decisively when any risk and control weakness becomes apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant committees
- Balance business performance delivery and cost management with the risk and control team to ensure that it aligns within the group's risk appetite

Governance

- Ensure compliance to internal policies and regulatory requirements.
- Ensure compliance Health and Safety group and local policies, rules and regulations.
- Ensure projects are delivered according to the SCB Governance requirements.

Key Stakeholders

- All Business function and Cost Centre Owner
- Specialist Service Management and CSS Manager & Desktop Support - related to IS Project (problem management and project implementation, software configuration management

IT Risk Manager and ISO - related to Key Control Self Assessment (KCSA)

Market Knowledge:

- Good knowledge in banking products and central bank regulations.
- Good knowledge in international group functions and project related offices.

Business Strategy and Model:

- Advanced communication skills to interact effectively at all levels within the organization, and with external suppliers when representing the Bank's interest.

Risk Management and Control:

- Good knowledge to identify, assess, monitor, control and mitigate risks related to technology implementations.

Financial Analysis and Control:

- Good knowledge in identifying strategic investments for innovation.

Governance, Oversight and Controls:

- The ability to assess the effectiveness of IS/IT to deliver effective governance, oversight and controls in the business and, if necessary, oversee changes in these areas
