Job Description:
Position Title: Construction Division Director Reports to: Chief Executive Officer/Chief Operating Officer Position Summary This position leads the company’s entire construction division and the construction project management and delivery team. This position will manage the planning and execution of externally-funded (typically foreign government-funded) infrastructure renewal projects, capital improvement projects, renewable energy projects, and the company’s construction management capabilities throughout the Philippines, with growth into Malaysia and Indonesia soon. This position will oversee each component of the Construction Division including but not limited to market requirements, staff professional development and education, customer liaison, defining and developing solutions, and continuous division improvement. This position contributes to driving business development and retention objectives across all client lines via superb project delivery, technical capability, service excellence and continuing education to internal and external clients and customers.


The Construction Division Director can support both retention of existing business and new sales efforts for any type of construction or construction management offering to current or new customer organizations. Can organize program information and articulate and deliver presentations to all types of customer organizations. The Construction Division Director will report directly to the Chief Executive Officer/Chief Operating Officer and will be considered as senior company management.

Develops an operating plan and annual budget consistent with company objectives for profit and growth. Manages execution of individual construction projects and revenue streams to achieve established goals. Enforces compliance with government contract requirements and Philippine government regulations, safety requirements, and sound engineering principles Directs job execution through project management teams. Ensures the management of projects with execution at established productivity, safety and profitability levels. Manages the bidding and estimating process for all proposals and contracts. Manages the subcontractor manpower planning and project scheduling processes and practices. Oversees scheduling processes to established standards. Develops and maintains the long-term relationship between the customer and the Company. Executes an effective communications plan to avoid problems, answer questions, keep the customer informed, and resolve issues during the job. Provides leadership in achieving customer satisfaction. Develops and maintains positive internal labor relations and executes other typical management responsibilities, i.e., hiring, performance review, development, etc. Maintains documentation to meet governmental requirements. Participates and leads in the process to selects and manage subcontractors. Sets standards for sub-contractor quality, performance, and cost. Supports and leads company field project staff in project execution. Optimizes processes and systems (billing, purchasing, system configuration, etc.) to maximize profitability. Ensures the involvement of all company personnel throughout the estimating, bidding and proposing process to support in the development of proposals and bids, which reflect accurate costs for the execution of work. KNOWLEDGE AND SKILLS: Coordinate & Direct Operations: The ability and willingness to keep others, up and down the chain of command as well as laterally, informed of all pertinent information, including both positive and negative information. Technical Knowledge: Full use and application of standards, principles, theories, concepts, and techniques construction management and project delivery. Sufficient knowledge of and exposure to related disciplines to manage moderately complex construction projects. Planning: The ability to set priorities, plan, and coordinate organizational work activities as project delivery plans. This may include developing plans with long-range horizons based upon a sound knowledge of corporate expectations (policies, budgets, strategic plans); envisioning intended outcomes and working with others to systematically outline the resources and actions that will be required to produce the desired results; anticipating obstacles to intended strategies and developing contingency plans for use in the event a plan becomes unworkable; and prioritizing objectives to enable the selective allocation of attention and resources. Client Relations: The ability to establish and maintain rapport with clients and potential clients and establish long-term relationships for account retention, future sales, and the best interests of the company. Communication and Influence: Requires verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels. The Construction Division Director role will require strong negotiation and influencing skills, the ability to communicate to large groups or high-level constituents, the ability to represent the company with tact and diplomacy, etc. Performance & Quality Monitoring: The ability to monitor the performance of the organization, self, and subordinates to ensure plans, schedules, and budgets are met and ensure high quality and timely project delivery. Analytical Thinking: The ability to systematically gather information from a variety of sources, analyze information, identify implications of data, draw appropriate conclusions, generate viable, alternative solutions to a question or problem, and evaluate the consequences of choosing each alternative. Drive & Dependability: The ability and willingness to demonstrate eagerness, enthusiasm, optimism, and passion when working. This includes demonstrating commitment, persistence, and heightened personal effort in the face of obstacles and adversity; pursuing excellence for self and organization; having a sense of urgency; and possessing ambition and drive for self and organizational success. Delegating and Directing: The ability and willingness to delegate the authority to complete work activities, giving clear direction as to what needs to be done, and monitoring performance against a predetermined deadline and/or measure of quality to ensure quality and timely completion of assignments. Integrity: The ability and willingness to uphold ethical standards and comply with all U.S. federal laws, Government of the Philippines laws and company policies and procedures. This includes demonstrating integrity by upholding ethical standards, by not accepting credit for the efforts or work of others as well as demanding the same compliance and commitment from subordinates. Stress Tolerance/Flexibility: The ability to work productively and effectively in a fast-paced, stressful, demanding, and/or ambiguous work environment. Minimum Qualifications:
Basic Education Requirement - Bachelor's Degree and professional registration in Civil, Mechanical, Electrical Engineering or Architectural/Construction Management Prefer Master's Degree - MBA or MS in Construction Management a significant plus Basic Functional Experience - Minimum 10 years in construction industry Construction Management Experience - 5 years’ management experience with profit and loss responsibility Company leadership Experience – 5 years’ experience managing a portfolio of projects with profit and loss responsibility Strong communications and customer satisfaction skills. Extensive personal computer knowledge, experience, and expertise required. Proficiency in project management software and financial accounting systems (MS Project, Primavera, Quickbooks, etc) strongly preferred and MS Office (excel, word, PowerPoint) a firm requirement. Must have the ability to communicate technical material to a non-technical audience.
