This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.
If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.
The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.
Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.
Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.

The position is assigned in the Thematic Advisory Service Cluster (SDTC) within the Sustainable Development and Climate Change Department (SDCC). SDCC provides leadership, innovation, and knowledge sharing for ADB's sector and thematic work. SDTC is responsible for providing policy advice, operational support, and knowledge expertise in mainstreaming priorities in a range of thematic areas including gender.

Job Purpose
The Chief of Gender Equity Thematic Group heads ADB's Gender Equity Thematic Group (TG) Secretariat housed in SDTC. He/she provides technical leadership of gender equality operations of ADB, both sovereign and nonsovereign, and provide strategic operational support for gender mainstreaming across all sector and thematic areas and knowledge and innovation leadership on gender equality in Asia and the Pacific. He/she provides operational and knowledge guidance in resolving complex gender inequality issues. The Chief of Gender Equity TG prepares and monitors implementation of ADB's Policy on Gender and Development (1998) and Operations Manual C2, and Strategy 2030 Operational Plan for Priority 2: Accelerating Progress in Gender Equality 2019-2024 (Gender OP) and provide strategic reporting to Management and the Board of Directors on ADB's performance. He/she overseas preparation and implementation of the Gender Equity TG work plan. As part of the department's management team, the incumbent will report to the Supervisor to be designated by DG, SDCC, work closely with other Chiefs of Sector and Thematic Groups, supervise the Secretariat staff, recruited at both international and local level, and SDTC-GEN International, National, and Administrative Staff.
Responsibilities
Provide leadership in all Gender Equity TG technical and operational matters, in close collaboration with TG committee and Operations Department (OD) gender anchors, taking the lead in cascading the Gender Equity TG work plan in support of ADB's Gender OP.
Oversee Bank-wide implementation of the Gender OP, including meeting Strategy 2030's corporate gender targets, enhancing or updating relevant implementation guidelines and staff instructions, operational tools, ADB project document templates, regularly providing corporate performance analysis on achievement gender targets at entry and completion, and make high-level representations and briefings to Management and the Board of Directors on ADB's gender mainstreaming agenda.
Ensure that high standards are consistently applied to operational gender mainstreaming by reviewing project documents and advising OD staff and developing member countries officials and counterparts on possible solutions for narrowing gender gaps and addressing Sustainable Development Goal 5 on transformative gender agenda through strategic operational support.
Foster and drive innovation, thought leadership, and future-looking bank-wide initiatives to design and implement effective approaches to accelerate gender equality in the region, as well as through flagship gender knowledge products and events (such as Regional Gender Forum).
Keep abreast of the global and regional state-of-the-art gender research and knowledge by developing and maintaining knowledge partnerships with multilateral development banks, think tanks and other development partners, and bring in global/regional good practices to ADB and developing member country counterparts, as well as effectively market ADB's gender good practices externally.
Mobilize grant finance (including replenishment of trust fund) for gender innovation and operations and engage strategically donors, nontraditional cofinanciers (such as private sector foundations) and knowledge partners.
Ensure that gender mainstreaming becomes part of the core competency of ADB operations and knowledge department staff by forging institutional reforms, closely engaging other sector and thematic groups, and strengthening headquarter and resident mission staff capacity through training.
Manage the budget and resource allocation of the Gender Equity TG and contribute to the recruitment and talent management of gender specialists across ADB, including mobility between the resident missions and the headquarters.
Manage the performance of Gender Equity TG Secretariat staff by providing clear direction, regular feedback and mentoring and coaching.

Facilitate effective and harmonious internal communication and drive staff morale and motivation across the Gender Equity TG for both headquarters and resident missions.

Qualifications
Relevant Experience & Requirements
Master's degree or equivalent, in gender and development or related fields (e.g., sociology, anthropology, economics, laws, etc.), at senior levels. Alternatively, university degree combined with significant specialized experience in similar organization/s, will be considered in lieu of a master's degree.
Minimum of 15 years of relevant professional experience, including international work experience in various countries and multi-cultural environments.
Proven ability to act as a trusted, strategic advisor, partnering with clients to deliver results.
In-depth knowledge and experience in promoting gender equality in Asia and the Pacific countries context, with a track record of successfully applying it to achieve development results.
Demonstrated experience working across boundaries and with complex multiple stakeholders.
A track record of conducting effective policy dialogue with country partners.
Recognized externally as a technical expert and leader in gender.
Proven management capability and well-established leadership track record.
Excellent diplomacy, coordination, liaison, interpersonal and team working skills.
Excellent written and verbal communication skills in English.
