The Recruiting Manager is an intermediate management level position responsible for providing full leadership and direction to a team of employees to provide end-to-end strategy, execution and delivery of the recruitment process in coordination with the Human Resources team. The overall objective of this role is to develop, implement and provide recruiting activities in support of the business strategy.
Responsibilities:
Supervise day-to-day work of junior level employees, as needed
Resolve complex problems or transactions utilizing in-depth knowledge and expertise to interpret against policies, guidelines, or processes
Assist the management of talent acquisition selection process for new staff at professional and graduate levels
Provide support across entire firm or multiple business lines/areas
Serve as manager to one or more processes, reports, procedures, or products
Serve as analytical or procedural expert representing a unit or team on cross-function process or project deliverables
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:
5-8 years of relevant experience
Consistently demonstrates clear and concise written and verbal communication

Education:
Bachelor’s degree/University degree or equivalent experience

Leads and manages Sourcing and Onboarding Teams tasked with the following responsibilities:
ONBOARDING:
Schedules candidate interview with Recruiter and Hiring Manager (lateral hiring)
Extends Comp offer package and benefits, pre-employment requirements (for CBPS volume hiring only)
Facilitates Pre-offer to Background Check selection steps in Workday
Monitors background sanction screening (NESS) as this will trigger RC to disposition WD task to select of background check (PES)
Schedules and monitors submission of pre-employment requirements to HRSS (government IDs and docs, proof of employment, education, etc)
Schedules and monitors completion of Payroll Account Opening
Monitors completion of Pre-employment medical exam (follow through in case there are additional tests to be done, provides candidate care support, monitors fit-to-work clearance)
Answers to HRSS inquiries regarding clarification on candidate’s information, additional docs needed, etc)
Leads candidate’s starter readiness-completion of pre-emp requirements (ensures class completion and manages change in joining dates)
Provides manual new hire list on a weekly basis for Payroll and NEO
Overall candidate care from Pre-offer to pre-day 1

SOURCING:
Determines channel targets in leads, footfall and share of hires
Designs and implements sourcing strategy/campaigns to deliver the targets
Manages channel performance by regular monitoring of achievements vs targets
Comes up with action strategic and tactical plans to sustain, meet or increase performance targets
Provides on-the-ground admin support in sourcing activities such as floor walks, offsite events, campus fairs
