UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao.
Unicef has a field office in Cotabato City the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.
How can you make a difference?
Strategic Internal Coordination on U-Report
Provide overall internal coordination, oversight, and quality assurance of all U-Report initiatives across all four Programme Outcomes related to adolescent engagement and participation:

• Needs assessment. Identify needs and opportunities in programmes with respect to U-Report (e.g. how programmes would like to engage children and young people, gaps in data, messaging and campaigns, verification of trends etc.) and translate those needs and opportunities into themes for polls for respective programmatic areas.

• U-Report Poll Development and Data Analysis. Seek inputs from relevant programme/thematic focal persons to build poll flows and upload them on the system and work with KIDS/T4D function and Programme colleagues in analysing data collected from polls.

• Monitoring and Reporting. Includes reporting a summary of status updates on the progress of U-Report initiatives during monthly Adolescents Task Force Meetings.

• Liaising. Act as liaison between U-Report Global Innovation team or broader U-Report global community and the country office.
Develop an office wide U-Report strategy to accompany the Philippines Country Programme in close coordination with Adolescent Task Force, programme sections, Field office, Regional Office and the Global Innovation Centre.
This will include analysis of key programme bottlenecks and identification of potential innovation strategies, to overcome them:
• Create Standard Operating Procedures for U-Report platform.
• Create a Roadmap of integrating U-Report into common/shared initial set of priorities that are in line with key UNICEF priorities
Partnerships.
• Lead overall external coordination among partners (government, CSOs, academia, etc.) and act as Secretariat of the U-Report Philippines External Steering Committee (UPESC).

o In consultation with key stakeholders, develop the terms of reference of the U-Report Philippines External Steering Committee (UPESC).

o Organize UPESC meetings.
o Provide regular operational updates to the committee on progress on overall U-Report Philippines implementation and present U-Report results/analytics in the steering commitee meetings, when required.

o Maintain key relationships with partners/stakeholders that are invested in adolescent engagement and participation.
• Working with the Integrated Communications and Resource Mobilisation team, identify opportunities for resource mobilisation and public advocacy partnerships and lead proposal and partnership development efforts in close collaboration with East Asia Pacific Regional Office and the Office of Innovation, where applicable.
• Closely work with ICT to advise and negotiate with mobile operators/third party to procure short code and negotiate SMS across all network providers cost .
Knowledge Management
• Identify, capture, synthesize and share lessons learned from ongoing adolescent participation activities for integration into broader advocacy, communication, and fund-raising efforts.

• Using the country office sharepoint site, maintain an inventory of Adolescent and Youth Engagement interventions, assets, resources and networks.

Capacity Building
• Provide training and support on up-to-date innovation tools, knowledge, technology and capacity to UNICEF staff in CO and FO.
• Liaise with government and NGO counterparts to provide training on innovation tools and U-Report

MINIMUM QUALIFICATIONS:

Education
- Advanced university degree in Social Policy Research and Analysis, Social Sciences, or Development Planning.
Work Experience
Five years of progressively responsible and relevant professional work experience in social policy, research and analysis. Experience in managing and implementing programmes and projects related to adolescent development and participation (ADAP), youth engagement, or communication for development (C4D). Â Experience in implementing U-Report is considered an asset.
Fluency in English is required.
